Coffee for government and public sector offices and events in Dubai: what procurement teams can check
Government and semi-government offices buy coffee the way they buy everything else: against a written quote, a purchase order and a proper tax invoice. This page is for administration and procurement teams in Dubai who need pantry coffee, meeting hospitality or a coffee cart for a public event. It lists what we publish for buyers, which package fits each use, and how an order runs from enquiry to invoice.
Terms as published on our corporate pages on 13 October 2026. Prices ex 5% VAT.

Typical occasions
Public sector buyers usually brief us on one of three needs.
- Office pantry coffee for a department or a floor, billed monthly against a purchase order.
- Meetings and delegations, where a boardroom flask or an Arabic gahwa flask with dates is on the table before guests arrive.
- Public and staff events such as an open day, a forum or an awareness day, where a coffee cart serves a crowd.

How an order runs
The steps are set out in how a corporate order works: enquiry, written quote, approval, confirmation of date, address and access in writing, preparation in our licensed Dubai kitchen, then one VAT tax invoice. Coffee carts and live stations need from 5 working days’ notice, and major exhibitions need 2 to 3 months. For an exhibition hall, outside food and beverage needs organiser or venue approval first, and our exhibition coffee page covers that route. The deposit is taken only once the route is confirmed and is refunded in full if the venue later declines.
Worked example: a one-day public event
A department holds a one-day open day for about 200 visitors, with the programme running two hours beyond the standard day. Using published rates only:
| Line | Calculation | AED |
|---|---|---|
| Signature Bar, full day, 2 baristas | 1 x 4,500 | 4,500 |
| Extra hours of service | 2 x 400 | 800 |
| Subtotal, before VAT | 5,300 | |
| VAT at 5% | 265 | |
| Total with VAT | 5,565 |
This illustrates arithmetic from published rates, not a quote. The 50% deposit amount, hours and menu are stated on your itemised quote.
Estimate and compare
The cost estimator adds up published prices for your headcount. It is a guide, not a quote. To compare suppliers on the same questions, use the 12 questions to ask an office coffee supplier, each with our published answer.
Delivery and set-up are in Dubai. If your entity needs supplier onboarding, choose the supplier registration option on the enquiry form and we send the procurement pack.

No. Prices are before 5% VAT, which appears as its own line on the VAT tax invoice, and there is no service charge.
What documents can you provide for supplier onboarding?
A procurement pack with trade licences, VAT registration and compliance documents is available on request, and food-safety documentation is available on request too. Choose the supplier registration option on the enquiry form.
Where is the food prepared?
Orders are prepared in our licensed Dubai Science Park kitchen using the same recipes as our cafés. ROAST is a licensed halal UAE F&B operator.
